Bug: When you open a view in VDM and go directly to the FR designer and use the Refresh Data button to run the view, you will not have data inside Finished Reports. You have to refresh data twice for the data to populate.

Steps to reproduce:

1. Open View
2. Click FR Designer
3. Click Yes to refresh data
