Bug: A VoV (Single Summary or Dataset) with multi FR loses parameters when exported using the scheduler.

Steps to reproduce:

1. Create a Single Summary or Dataset VoV that uses Parameter
2. Go into FR Designer
3. Change Report to Multi
4. Add Detail Report
5. Place Parameter label into the detail report
6. Preview to confirm Parameters are being displayed.
7. Save the View
8. Schedule and Run the View
9. View exported results.

Expected Result: Parameter values be stored accordingly.

Actual Result: Parameters are empty when the report is exported.
