Bug: When inside Finished Reports Designer and a user saves with Control + S it brings up a legacy save process not the intended save process.

Steps to reproduce:

1. Open / Create View
2. Run it
3. Open Finished Reports Designer
4. Make changes
5. Save using Control + S shortcut

Expected Result: When using Control + S shortcut it should use the new save process.

Actual Result: Control + S uses a legacy save process.
